This is the father of the child in the last portrait-- the King of Spain. We found that the hat found in this portrait can also be found in his son's portrait. The father also has a similar sash around his chest.
Unlike his son's portrait the King is shown in simple clothing, with simple surroundings. As King he felt his importance should be obvious and he didn't have to show off in his portrait.
