Element from a horse harness

Horse harness element in the form of a seated man wearing a high-peaked hat. Used to secure the crossing straps of a horse's headstall. The bearded man wears the costume of the Asian steppe dweller, including long, baggy trousers, long-sleeved shirt, and helmet.
